A new Site to Report Bad Traders and Bad Auction Users

I have created a new site for people who are tired of not having a place to
express their irritation with a fellow user who they had a transaction with
and got messed around. On an auction site or in the newsgroups, we can help.
I have designed this site to compile a list of bad users that we can
hopefully all add to and make a place for us to check before making on-line
tranactions.
At my site you can instantly add a user who you have had problems with to
the list.
This is the first time I have advertised this site, in fact I just put it up
today, so you will notice there is not alot of post there yet. Please do
your part to keep others as well as yourself safe from on-line loosers!
This is a free site and you have to do nothing but participate!

I like the idea, but

1. what's to stop the user from retaliating & giving everybody else bad names?
2. how do you track multiple user ID's on multiple services?  (For
example, I started out as "Ultrajoe" on Numismedia, but stuck with

do you peg?)
3. how do you handle resolved situations?
