I see potential for abuse here.

All it would take is a large amount of auctions that have a
final price < 9.99.  Ebay give you $1 if you pay for something
that costs more than $2.

If you have a seller friend that post a bunch of non-sellable ***
and then you "win" each of the auctions at a cheap price the
seller pays .25 to list.  A small amount to pillpoint(.35 or .39)
and the total cost to the "seller" is less than $1. Now at .64 * 100
per day is $36. Probably not worth the hassle, but....

I would think ebay would catch on to this by the 200th transaction or so.
Perhaps it could slip through but in order to make any real money you are
talking about 200-400 auctions that would need to be closed and all won by the
same person.  

Good way to make some gas money though....but a better way is just to harrass
your friends into joining paypal, which I did :)
