How do you tell if a 1981 proof set is a type 2?

The difference is in the mintmarks. The 1981 Type I mintmark has two perfect
circle loops.  The Type II mintmark has a perfect circle lower loop but the
upper loop is elongated and flatter at the top. You will need a 10X or stronger
lens to tell the difference. To be a Type II set all six coins must have the
Type II mintmark. I can send you a photo of the mintmarks if you would like.

Basically, I think the type 2 has the clearer S and the Type one is more
of a blob. He has good pictures on his page of both (click the mint
marks and they get bigger).

My 1999 has them too but I never know if they have removed them or not.
I have heard there have been a few changes in the last couple of years
with regards to pictures in the Redbook.

Your description is ok for the 1979 S type one versus type two, but it is all
wrong for the 1981 S proofs.  Clarity has nothing to do with the 1981 type one
vs type two.
The ONLY reliable indicator is the SHAPE (not the clarity) of the upper loop of
the S.
As Alan indicated in his response, the upper loop is round in the type one and
slightly flattened on top in the 1981 type 2.

Thank you Alan Herbert and Stujoe for e-mailing me the pictures of the
type1 and type2 now I know what to look for, they were very helpful.
Alan the pictures you sent were fantastic they defined the difference

In 1979 that is true, however, you can get 1981 Type I coins in which
the "S" is clear(er) but not Type II.  I think that a more determinant
factor is the "flat top" (i.e. surface) and "barbell serifs" which
differentiate the Type II.
