Your bank ought to be able to order (southern) Irish pounds without too
much difficulty. A small bank may charge a modest fee for the service; a
larger bank may not (but anything for a buck, eh?)  You'd probably have to
pay more for Northern pounds, because they are "not normally ordered".
Last Summer I tried buying some NI and Gibraltar pounds, and after the
asst. manager got over a moment of stunned silence said that a) "but they
use English pounds" and b) they'd have to pay some kind of surcharge to
_their_ supplier, which would naturally be passed on to me.  This last
after consulting some kind of list of currency issuing countries, just to
see if Northern Ireland and Gibraltar exist. :)

For older notes, you may want to try a local shop, a coin show or (heaven
forbid) Ebay.

I have looked on www.coinmall.com, most notably Gary Snover.  I have purchased
several Northern Irish and Republic notes from him, and he even occasionally
has an older note or two.
