Franklin Mint Silver Ingots -- Great American Flags Collection

My father collected these silver ingots in the early seventies.  The
set consists of 42 ingots containing a total of 50,000 grains of solid
sterling silver.  His set is missing the Flag of Hawaii and the 45
Star Flag.  I know nothing about these types of collections and would
welcome any information.  In particular, I would like to know:

How might I locate and buy the two missing ingots?
How can I determine the app. value of complete set?
Is there any value in a broken set beyond the silver?
What is the best way to sell this type of collection?

This is a very tough set to sell even complete but much harder incomplete.
Finding singles is hit and miss but finding the exact one you need may be
virtually impossible.  Put them on the eBay want list service (or whatever they
call it) and see what happens ...
