If this variety exists in circulation strikes from 1964, then I am ignorant
of it. As I said, from what I have read, it was only found in Proof sets,
and only in those Proof sets that had the Accented Hair Kennedy Half.. I
don't claim or pretend to know everything, so if someone with more
authoritative information wants to chime in, they can/will/won't/whatever..

My 2000 Redbook has an asterisk next to the 1964 and 1964-D listings:
*Variations of 9 in date have either pointed or straight tail.
