Sounds practical.  How are you going to rocket power the scale rotors?
Need a really small endburner?

The rotors could be auto-rotating, like a maple seed.  Perhaps you could
deploy them with the ejection charge of a C6-12 model rocket engine.

You could always use a single slowburning engine in the middle, with a
high pressure rotary seal, carrying the exhaust out through the rotors...

Gotta push that envelope..

Actually, wouldn't Hydrogen Peroxide jets scale really well?
Just get some fine nickel wire...
