Found something in an art store today perfect for cutting
centering rings for small model rockets.  It was called a
Compass Cutter and it is made for cutting circles out of paper,
but can be used on foamboard and other paper products suitable
for making centering rings.  It cost 10$ up here so in the
States it's probably 2-5$.  It's like a circle/wheel cutter for
a drill press, except it is operated by hand and uses an exacto
blade.  I cuts circles up to 15cm (6 inch) diameter (or was that
15cm radius?, oh well).

Thought you would all want to know.
