Recycling Strained Jelly Pulp into Wine

Several years ago I picked some wild red raspberries to make jelly and
had quite a few left over. I saved the strained pulp from the
jelly,picked some more,mixed it all,and made wine.It turned out quite
good.

There's a local winery with a jelly factory across the street. People in
that neighborhood accuse them of "recycling" the leftover pulp from the
jelly into wine.I told a couple of these people I doubt it,since selling
sugar wine or second wine is illegal. BUT,would it be legal for them to
add some jelly strainings to a fruit must before fermentation as a
supplement??
