The cheap way is to get a board with a bunch of mechanical
'clicker counters' (don't know the proper name, but they're little
devices with a thumb lever which rolls a counter on by one each
time you press it).
Then, you get a volunteer to sit at the start line and press
the counter for each car as it passes. If things are getting
hectic, you need two people - one to call the car numbers, and
the other to press buttons.
I've seen several clubs run that way, to start with.
You can do something very similar with a simple computer program
(QBasic will do) using the number keys on the keyboard. That
could have a race timer built in, too.
