New engine is very tight, is it normal?

I am starting my Novarossi BX21-SBK for the first time for break-in.
However, on the piston upstroke, it's so tight that you need to apply
force to the flywheel with a screwdriver to get it past this point.
After running it on the starter box without glow plug for a little
while, and starting it once for about a minute, the piston is still
just as tight.  I also tried putting some oil and fuel in the glow
plug hole.  I understand it is normal for an engine to be hard to turn
over when it's new, but when do you know when it's too tight?

By the way I forgot to mention, the tightness is not due to the engine
being flooded, since it occurs even when the glow plug is removed.

UPDATE ---

I am breaking it in right now per Ron Paris' instructions and it is
purrrring beautifully!
