Ok--which way do the new rear shock towers go to increase rear shock
travel?

If you mount the screws in the upper holes, it lowers the tower and will
give you more shock travel downwards (relative to the chassis) and if
you move the screws to the upper holes, you get more upwards travel.  
Has anyone figured out what Losi recommends when they say to mount the
tower in the "new, lower position"???

Any thoughts would be appreciated on the subject.

What they mean by that is to mount the shock tower so that the
chassis has more ground clearance

They mean mount the shock tower in the upper holes, so you are lowering the tower, giving the cars suspinsion
more down travel.

Use the upper holes, it will allow longer travel of the shocks before the
chassis hits the ground
