Take a look at

http://www.hgtv.com/HGTV/post/1,1190,CRHO_forum_2_51393,FF.html

Scroll down for a recipe.

There's another recipe at

http://www.frostatiers.com/cold_porcelain.htm

that uses artists' gouache, mineral oil, cornstarch and white glue
instead of cold cream.

Commercial cold porcelain (usually a mix of polymers and clays) comes in
several brands - Petal Paste, CelPaste, etc. Try searching
http://google.com for those brands or for the phrase "cold porcelain."
